About us

Mission

The European Centre for Urban Risks (CERU), created in 1999, is a private non-profit association, endorsed by the Ministry of Internal Administration, and falls within the framework of the Open Partial Agreement on prevention, protection and organisation of relief against major natural and technological risks EUR-OPA Majors Hazards Agreement.

CERU aims to support and disseminate study and research projects carried out by the technical-scientific community, in close collaboration with various municipal departments and members of the civil community, in particular with the different civil protection services (at local, regional and national level).

By disseminating the results, CERU aims to support, stimulate and facilitate the transfer of knowledge, enabling the implementation of actions by the general population, with a view to minimising risks and increasing their resilience.

CERU will also facilitate the exchange of experiences and knowledge with foreign colleagues, in particular in the context of actions to be developed between the different centres of the EUR-OPA agreement.

 

Goals

The main objective of CERU is to define a unified strategy and a common framework for the coordination and articulation of different activities in the field of technical and scientific research on risk issues, through actions aimed at:

Training

Organisation of training courses for trainers aimed at providing the necessary tools and means for characterising, analysing and reflecting on urban risk issues, in order to promote concerted action in the area of knowledge of measures to minimise and mitigate these risks.

Organisation of colloquiums and conferences on urban risks aimed at dialogue and sharing knowledge and development of the main technical and scientific contributions made in the area in question.

Holding seminars on public information and training in terms of prevention, protection and emergency organisation measures.

Preparation of specialised publications related to addressing urban risks, whether in the area of fundamental scientific research, in the operational production of prevention, protection and relief organisation tools, or in relation to emergency management systems.

Creation of a specialised library through publications produced within the scope of CERU’s work and research, as well as the collection and cataloguing of various existing texts, articles, books, magazines and other materials on this subject.

CERU meets the conditions for embodying the strategic dimensions and priorities set for modern societies in terms of security, as highlighted in the assumptions defined in the EUR-OPA Agreement Action Plan.

CERU is the result of study and research projects on urban risk issues carried out by the scientific community, together with the commitment shown by the National Civil Protection Authority, both in supporting and promoting this effort and in collaborating and participating, bringing together the conditions and means to carry out this joint work.

This centre, which brings together technicians from various municipal departments and members of the technical-scientific community, has as its fundamental interest the organisation and planning of emergency response to risks in the areas of civil protection and urban intervention, as well as infrastructure.
